TEMA
Texas Energy Managers Association
Purposes and Goals of TEMA:
- To serve publicly-funded institutions: public schools, hospitals, state and local governments, and public institutions of higher learning by
providing training in energy management and program design.
- To establish the highest standard of ethics and efficiency in energy management methods and practices for the needs of the State of
Texas.
- To provide a consolidation of experience, knowledge and interest in the field of energy management.
- To serve as an instrument for the dissemination of information related to energy management or the administration of energy
management.
- To share strategies for the financing and implementation of energy efficiency.
- Ultimately, to save energy and Texas taxpayer money!
History of TEMA:
A survey was conducted in early 2008 among ISD Superintendents and Energy Managers in the State of Texas to measure interest in having a
professional association for those responsible for energy management, focused on training, disseminating information and providing
resources needed for increased energy efficiency. An overwhelming number of participants responded positively.
A steering committee composed of energy managers from six independent school districts across the state, along with representatives from the
State Energy Conservation Office (SECO) and a few others who work with schools in energy management, met throughout the year to plan the
formation of an Association. By the end of 2008, TEMA was incorporated as a Texas non-profit corporation.
The six energy managers became the initial Board of Directors for the new Texas Energy Managers Association (TEMA). They were:
- Rebecca Cordeiro de Peredo – Spring Branch ISD
- Bruce Dschuden - Northside ISD
- Larry Harvey – Garland ISD
- Victor Melton – Carrollton-Farmers Branch ISD
- Glen Rhoden – Cypress-Fairbanks ISD
- Cesar Trevino – United ISD
The Board of Directors foresees the Association including all who are interested in energy management in all public facilities, however as TEMA
gets off the ground, the initial focus will be on energy managers in the Texas public school system.

R.C. Herrin ATEM, Hays CISD
R.C. Herrin came to Hays Consolidated ISD in Buda and Kyle, Texas as the Director of Facilities in
2002. He became the Executive Director of Maintenance and Operations in 2005. The departments
under Mr. Herrin’s supervision consist of Maintenance, Custodial & Warehouse, Transportation and
Security. Another one of his primary duties is the facilitation of the Energy Management Program.
Since its initiation in 2003, the Hays CISD Energy Management Program savings consist of a 2.5
million dollar reallocation back into the district. The school board policy to reallocate energy savings
funds is as follows:
10% to campuses.
15% to fund balance to offset future electricity rate increases.
25% to purchase new Maintenance vehicles.
25% to hire new Energy Management personnel.
25% to fund new Energy Management projects.
Treasurer Larry D. Harvey ATEM, Garland ISD
Larry is the Energy and Facilities Leasing Manager for the Garland Independent School District. Garland ISD is the eleventh largest school district in the State of Texas. He became employed with the district in 1981 as a heating and ventilation technician, later working up the ranks to a supervisor in the department.
Prior to joining Garland ISD, Larry was in the commercial air conditioning business, working for some of the largest companies in the Dallas\Ft. Worth Metroplex. For more than 40 years, Larry has been involved in the heating and air conditioning business.
Larry earned his degree at Oklahoma State Tech University in the field of Heating and Air conditioning.

Member-at-Large Keith Ordeneaux ATEM CSRM, Pearland ISD
Keith Ordeneaux is the Energy and Risk Manager for Pearland ISD, in Pearland, TX. He is a graduated of Pearland ISD and returned in 1999 to work in the Technology Department. In 2002 he was promoted to Energy Manager, and then in 2010 he was again promoted to Energy and Risk Manager. Through the years he was found ways to serve various organizations including being Chairmen of the Board for the Pearland Chamber of Commerce and the Pearland Adult Reading Center. He currently holds positions on the Brazoria County Parks Board, Pearland CVB Advisory Board and is President of the Pearland 100 Club.
Over the 12 years Keith has worked for Pearland ISD the district has seen exciting growth, going from around 12 buildings to over 25 buildings in just over 10 years. This growth has provided challenges along with great opportunities. Along the way Keith has worked on updates of the BAS systems along with various building retrofits. Keith’s current responsibilities’ include energy management, facility rentals, parts of risk management and emergency response for the district.

Former Past President H. Glen Rhoden, Cypress-Fairbanks ISD
Glen Rhoden is the Energy Manager for Cypress Fairbanks Independent School District (CFISD), which is the third largest District in the State of Texas.
Holding a degree in HVAC from San Jacinto College and a background in industrial refrigeration and HVAC, Glen has been employed at CFISD since 1992. He became the District’s first Direct Digital Controls technician, promoting energy management through building automation systems. In 2001 he took on the role of Energy Manager. Glen is a Certified Energy Manager (CEM) through the Association of Energy Engineers from which he also holds a Certified Energy Procurement Professional (CEP) certification. He was instrumental in the formation of the Gulf Coast Energy Managers association, which is now the Gulf Coast Regional Chapter of TEMA.
Cypress Fairbanks is currently benchmarked as one of the most efficient school districts in the CenterPoint Schools Conserving Resources program. Glen is involved in actively searching for further energy efficiency measures. He utilizes the CenterPoint Retro-Commissioning demand reduction program as well as ongoing energy audits and is responsible for implementing the identified measures.

Daniel Wine ATEM CTSBO, Plano ISD
Daniel Wine is the Operations Manager for Plano Independent School District in Plano, TX. He
began his career as a Network Technician in the computer industry. While working for a controls
company as a computer technician, he began to learn about the Energy Management Systems.
After working in new construction and the service department at the controls company, he accepted
the position as Control Systems Administrator at Plano ISD in 2003.
Daniel has since been promoted to Energy Manager, then to Operations Manager developing the
district’s energy management program and managing the Energy Management Systems. Since
his promotion, he has initiated several energy management systems and processes including the
district’s energy assembly, upgraded EMS systems, installation/design of the irrigation master
control system, and development of the district’s energy program for children.
